Traffic changes coming to Moraga Avenue, even without housing

RE: Proposal for Professional Engineering Services for the Moraga Avenue Pedestrian Safety
Project

Dear Daniel,
Per your request, we have prepared this letter proposal for the developing the construction documents
associated with the Moraga Avenue Pedestrian Safety Project.

Project Background/Understanding
The City has obtained grant funding through Alameda County (ACTC) for pedestrian safety improvements at various intersections along Moraga Avenue. Total project cost is estimated to be $998,000 (design and construction). The grant funding from ACTC is $748,000 and the City’s match is $250,000.

Moraga Avenue is one of the few arterial roadways within Piedmont, and it contains several roadway crosswalks that are identified as prominent pedestrian crossings for school children. Four (4) such locations designated as high priority in the 2014 Piedmont Pedestrian and Bicycle Master Plan (PBMP), and in the 2021 Piedmont Safer Streets Plan (PSS) are: Moraga/Ramona, Moraga/Highland, Moraga/Mesa, and Moraga/Red Rock. The following outlines the proposed improvements at each of these intersections.

1. Moraga/Ramona intersection: Installing curb bulb outs at the NE and SE corners along with high
visibility crosswalks, Rectangular Rapid Flashing Beacons (RRFB’s), advanced yield markings and
associated “Yield Here to Pedestrians” signage. Additionally, advance pedestrian crossing signs
with beacons, vehicle speed feedback sign, and double yellow-no passing and right edge line
striping. Also includes removal of 3 trees along the north side of Moraga just east of the intersection
to improve pedestrian sightline vs. westbound traffic. One of the advanced RRFB signs will need
to be installed downhill around the curve from the pedestrian crossing to warn drivers of an
upcoming pedestrian crossing on a blind curve. The location for the advanced RRFB is within the
City of Oakland. Accordingly, coordination with Oakland will be necessary.

2. Moraga/Highland intersection: Installation of a new controller for the existing traffic signals, addition
of pedestrian countdown signals, no right turn on red signage, motion activated flashing beacon
signs and possible improvements for bicycle travel through the intersection.

3. Moraga/Mesa intersection: Relocate existing North-South crosswalk at the east side of the
intersection to the west side of intersection (new crosswalk shall be high visibility type), install ADA
compliant pedestrian curb ramps on the NE, SE and SW corners, installation of RRFB’s, advanced
yield markings and associated “Yield Here to Pedestrians” signage, as well as replace the “Keep
Clear”, bicycle sharrow and Detail 23 (double yellow-no passing) striping/markings.

4. Moraga/Red Rock intersection: Installing curbing to align the overall intersection into more of a
traditional 90-degree intersection and eliminate the sweeping right turn off of westbound Moraga
onto Red Rock. This improvement is intended to tighten up the large width of the intersection and
eliminate the sweeping northbound turning into Red Rock Avenue from Moraga which can be taken
at higher speeds. Also, extending curb, gutter and sidewalk and making this more of a tradition 90-
degree intersection will greatly shorten the path of travel for pedestrians. Improvements will also
include ADA compliant curb ramps, high visibility crosswalk for the northerly crossing of Red Rock,
and approximately 100 feet of new concrete sidewalk to connect to the existing walkway on the
northeast side of the intersection.
