Who is pulling the strings in Piedmont?

Well, folks, it seems I’m not alone in my bewilderment when it comes to Piedmont’s city council. I’ve been chuckling along with all your comments, nodding vigorously as you articulate the exact, head-scratching quandaries that keep me up at night. The question on everyone’s lips, and one that feels increasingly like a riddle, is this: What in the name of all that’s sensible is going on down at City Hall?

Are our esteemed city council members, bless their hearts, merely puppets on a string, dancing to the tune of a puppeteer City Administrator who pulls the strings of staff reports to her liking? Or, conversely, is our City Council actually the puppeteer, orchestrating the City Administrator to conjure reports out of thin air that conveniently align with their own questionable whims? Either way, the punchline seems to be perpetually at Piedmont’s expense.
