Housing Element:  There is NO STATE MANDATE to build in the City of Piedmont

Under California Government Code Section 65580-65589.8, each city and county in California must include a “Housing Element” within their General Plan.  This is a requirement for each city and county to plan for and the construction of enough housing to meet the needs of their region. The key word here is: PLAN.

If my research is correct, the City of Piedmont is NOT REQUIRED to build any additional housing but ONLY PLAN for it.

Nor is the City of Piedmont  required to expend local revenues for the construction of housing, housing subsidies, or land acquisition (see CA Govt Code § 65589).

If the City of Piedmont were to go forward with building, there is no state mandate that the City of Piedmont provide land to a developer at a reasonable price to construct housing. The City of Piedmont determines the value of the land and large tracts of land in Piedmont is PRICELESS.
